asked the Secretary of State for Employment how his wages inspectorate satisfies itself that the terms of the licensed residential establishment and licensed restaurants wages council order are being observed in respect of the assessment for London service workers earning gratuities.

This order provides for a lower minimum rate for "service" workers who have a written agreement with their employers that their gratuities will be made up to a specified minimum amount.

Wages inspectors check wages paid by examining records and interviewing workers. Any written agreements concerning gratuities are examined. If, after due warning, the employer has not entered into a written agreement, the higher rate is strictly enforced.
