23. Mr. Rost

asked the Secretary of State for Energy if he has any proposals to change the structure and function of the Energy Commission.

Mr. David Howell,

pursuant to his reply [Official Report, 11 June 1979; Vol. 968, c. 39],gave the following further answer

While I intend to consult widely in the formulation of energy strategy and on energy matters generally, I do not believe that the Energy Commission is the most effective means of achieving this consultation. I have therefore decided that it should be disbanded. My Department's policy, however, of providing background and policy papers will continue and I shall consult directly as necessary with those concerned. In addition, there will in future be closer involvement by Parliament, through the new Select Committee, in energy matters. I very much welcome the setting up of this committee which, I hope, will play an important part in the development of energy stratgey and in discussion of energy issues generally.
