asked the Secretary of State for the Environment if he will review the housing cost yardstick with the aim of encouraging measures of energy conservation.

The present cost yardstick takes account of insulation standards to the minimum prescribed by the building regulations. The system also enables authorities to spend up to 10 per cent. over the agreed yardstick for the provision of higher insulation and any other standards if they so wish. The present cost yardstick system is now under review and it would not be appropriate to consider detailed changes at this time.
