§ Mr. David HowellThere are, I know, widely held views that the present situation is not satisfactory. I do not rule out that legislation may be needed to effect desirable changes. But I prefer to seek improvements without legislation if at all possible. I am therefore requesting the chairmen of the electricity boards to work more closely with the Electricity 239W Council under the chairmanship of Sir Francis Tombs in the development of industry-wide policies.
