§ Mr. John MooreAs part of their review of strategy for the coal industry the Government will be considering urgently, in consultation with the NCB and the mining unions, measures to make the industry financially viable, including the 151W scope for cost-saving measures. The Government will also consider the arrangements for the industry's future financing. Whilst this action is in train, and although the NCB incurred a loss in 1978–79 and is forecasting substantial losses before grants for the next years, the Government will continue the present arrangements whereby loans are made available to the NCB from the national loans fund and guarantees are provided for the Board's borrowings from the European Coal and Steel Community.
