asked the Minister of Transport if he will take steps to ensure that all new cars sold in the United Kingdom are fitted with head restraints at the time of manufacture.

Head restraints can be beneficial in reducing injuries in accidents. But on the evidence available so far the benefits do not appear so great as to justify requiring that they should be fitted in all new cars.
