asked the Secretary of State for the Environment if he will take powers to protect the water consumers of England and Wales against the enforced use of drinking water which has been contaminated through the use of fluoridation by the water authority, especially those who have not already been subjected to the fluoridation of the public water supply.

No. It is quite wrong to describe the presence in water supplies of up to one part per million of fluoride, whether occurring naturally or artificially added, as contamination.
