§ Mr. BlakerWe shall continue to emphasise in our contacts with other cosignatory States the importance we attach to full implementation of the Helsinki Final Act. With our partners in the Nine, we shall also express our deep concern to those Governments whose actions are clearly inconsistent with its provisions.
