Mr. Foster

asked the Secretary of State for Employment what representations he has received with a view to the local authorities taking over administration of the youth opportunities programme and the special temporary employment programme.

Mr. Jim Lester,

pursuant to his reply [Official Report, 12 July 1979], gave the following answer:

My right hon. Friend has received, and is studying, the views of some youth organisations about the administration of in the Official Report a table showing for both the United Kingdom as a whole and for Great Britain the total number of unemployed, the seasonally adjusted number of unemployed and the number of school leavers unemployed in (a) February 1974 and (b) April 1979.

Following is the information:

special programmes. While these organisations argue for some changes, they do not consider that they should be made for two or three years. The MSC intends to review the organisation of special programmes commencing in autumn 1979. Any consideration of change needs to take into account the substantial achievements of the existing organisation in the year since the programmes were launched.
