§ Mr. FowlerI have decided to commission a study to examine the work of the road construction units. It will be carried out in consultation with Sir Derek Rayner and will consider whether the existing, largely in-house, arrangements are still appropriate or whether more economical and efficient arrangements can be made for the promotion, design, management and supervision of trunk road and motorway schemes.
