§ Dr. BoysonThe special education building programme is compiled progressively over the year as local education authorities submit their eligible projects for approval. It is not therefore possible to say in advance which particular improvement projects will be affected by the reduction of starts in 1979–80. As the year proceeds it will be necessary to regulate the flow of new approvals and to ensure that urgent work is not held back.
