asked Her Majesty's Government:

Whether they agree that the payment of ransoms to kidnappers should be discouraged on the ground that it very greatly increases the risks of further such incidents occurring.

The policy pursued by successive British Governments in cases of this kind has been to do everything possible to avoid loss of innocent lives but without acceding to terrorists' demands.
