When they plan to incorporate the European Convention on Human Rights into domestic British law.

The Government are considering this question in the light of our view that important constitutional issues of this kind should be the subject of the fullest discussion, but have come to no final conclusion. The Motion which my noble friend has put down will, I hope, in due course provide the Government and the House with an opportunity to deal with the matter more fully.
