§ Mr. RifkindLocal authorities were informed of their housing capital allocations for 1979–80 on 30 March. They can draw on these allocations to implement modernisation programmes at their discretion provided that they keep their liabilities for 1980–81 within 80 per cent. of the guidelines notified to them for that year. It is not proposed to reduce the allocations for 1979–80 but no supplementary allocation will be made.
