asked Her Majesty's Government:

Whether they will take steps to encourage the production of what might be termed an electric or petrol assisted bicycle by undertaking that such a vehicle if of sufficiently low maximum speed could be free from the licensing, insurance and helmet wearing restrictions.

We have the development of power assisted bicycles under study. We shall need to see how this work progresses before we can take a view about the implications for licensing and other restrictions.
