§ 15. Mr. Stoddartasked the Lord Privy Seal if he will raise in the United Nations Security Council as a threat to world peace the development of nuclear weapons by Pakistan.
§ Mr. HurdWe view very seriously reports that Pakistan has started to construct unsafeguarded uranium enrichment facilities which could produce material for a nuclear explosive device. We do not, however, believe that recourse to the Security Council would be the best way of tackling this problem.
