Mr. Christopher Price

asked the Lord Privy Seal whether the New Hebrides, on independence, will be eligible for membership of the British Commonwealth and inclusion in the Lomé Convention.

Mr. Blaker

It will be open to the New Hebrides to apply for membership of the Commonwealth on independence, and as an "overseas country and territory"—OCT—the New Hebrides will be eligible to apply for membership of the successor to the Lomé Convention.

asked the Lord Privy Seal when he now expects the Condominium of the New Hebrides to achieve independence.

Mr. Blaker

The Condominium is expected to achieve independence in 1980. The precise date is subject to discussion between the New Hebrides Government and the Governments of Britain and France.

asked the Lord Privy Seal whether legislation will be required to implement the independence of the New Hebrides.

Mr. Blaker

It is possible that an independence Bill will be needed to provide for the independence of the New Hebrides, but the precise requirements are still under consideration.
