asked the Secretary of State for Social Services why the 16 residential places in the children's mentally handicapped unit in Worksop are not filled; and for what purposes the money not spent is being used.

I understand that the area health authority (teaching) is unable to open the 16 residential places until sufficient staff are recruited and every effort is being made to do so. Any money unspent is being used temporarily to finance other services in the district.
