Mr. Marlow

asked the Lord Privy Seal what action he is taking to ensure the termination of religious and national oppression in the Soviet Union and the East Bloc countries and to see that these countries respect human rights and fundamental freedoms as expressed in the United Nations general declaration and the Helsinki Final Act.

Mr. Blaker

The Government look to the States which have signed the Universal Declaration of Human Rights and the Final Act of Helsinki, including the Soviet Union and the countries of Eastern Europe, fully to implement the provisions of those documents. We shall continue to stress this to the Governments concerned, bilaterally and at the meeting in Madrid in November 1980 which will review the implementation of the Final Act.
