asked the Secretary of State for the Environment when he will issue a directive allowing local and new town authorities to sell garage plots and garages.

I assume that my hon. Friend is concerned with garage plots and garages which are not within the curtilage of houses. It would be for the local authority or development corporation to decide in a particular case whether or not to sell such a garage plot or garage and whether they needed to obtain ministerial consent in order to do so. My right hon. Friend would look at any application for such consent sympathetically.
