asked the Secretary of State for the Environment if he will seek to establish an environmental protection agency to deal with all kinds of pollution whether of air, sea, rivers or land.

There is considerable doubt about the practicability of setting up a new agency to deal with all kinds of pollution. Certain proposals have been made in order to achieve a more integrated approach to pollution problems and these are being considered.
