asked the Secretary of State for Transport if, in view of the fact that many motorway accidents are caused by drivers using parking lights only during periods of bad visibility in daylight, he will bring forward legislation to ban the use of parking lights alone on moving vehicles so as to achieve uniformity of vehicle lighting at night and during adverse daylight conditions.

I am not convinced that any further legislation is needed. The law already requires headlamps to be used in poor daylight conditions and at night except where the road is illuminated by street lamps not more than 200 yards apart. In the case of motorways and other high speed roads, the Highway Code advises invariable use of headlamps at night.
