§ Mr. EnnalsA number of important provisions came into force in 1976 but since then shortage of funds has held up further implementation. I am determined to ensure the full implementation of the Act when circumstances permit and to make progress during the International Year of the Child. I am reexamining the cost and timing of implementing the remaining provisions with the local authority associations.
