§ Mr. Les HuckfieldThe ECSC Treaty does not provide for agreements to control trade between member States of the Community. However, the Commission has instituted a system of voluntary forward production and delivery programmes for Community producers in line with total demand within the Common Market. These arrangements are now working reasonably well.
