Summerbell, of Bein Cottage, Glenfarg, he will bring forward legislation to empower the lay observer to take solicitors before the Scottish Solicitors' Discipline Tribunal.
§ Mr. Harry EwingThe lay observer does not report to my right hon. Friend on individual cases. I have noted the recommendation made in paragraph 26 of the report for 1976–77 of the first lay observer, the right hon. Margaret Herbison, which I shall consider further in the light of any views expressed by her successor, whose report for 1977–78 I expect to receive shortly.
