§ Mr. Merlyn ReesThere is no formal definition of the term emergency services. Police, fire and ambulance services normally provide the initial response to an accident or disaster, and would be accorded priority for the allocation of resources necessary for the performance of their functions if usual arrangements for supplies became disrupted.
