asked the Secretary of State for Energy what consultations he has had with the oil industry concerning the change of specification of heating oil and vehicle fuel within the British Standard, which has reduced the safety level against frost from 15°F to 9°F; why publicity was not given to this by his Department

The change in test method has not made the low temperature flow characteristic limitation any worse.

This change was not brought about by Her Majesty's Government, but we were aware of the British Standards Institution's decision. Before introducing this change the British Standards Institution carried out the normal full consultative procedure with both industry and consumer bodies.
