§ 23. Mr. Montgomeryasked the Secretary of State for the Home Department whether the contribution that the open prisons can make to diminishing the over- crowding in the closed prisons is being adequately employed.
§ Dr. SummerskillThe allocation of prisoners to open prisons is being care-fully monitored to ensure that the fullest use is being made of this accommodation. The safety of the public must, however, be the first consideration and there is a lack of prisoners who meet the criteria for transfer to these establishments.
