§ Mr. OakesThe trustees will be appointed by the Secretaries of State for the Environment and for Education and Science acting jointly in accordance with the terms of the legislation setting up the new fund when that has been passed. As the White Paper on the national heritage242W fund (Cmnd 7428) explains, the Government's intention is that the trustees will include some laymen and some who are well informed about, though not necessarily expert in, the area in which they have to operate.
