§ Mr. Rookerasked the Minister for the Civil Service if he will place in the Library the report he has received on open government and the effects of the implementation of the Official Information Bill from the First Division Association; and if he will make a statement.
§ Mr. Charles R. MorrisI understand that the executive committee of the First Division Association decided not to publish the report in view of its interim nature and because it includes discussion of matters other than those strictly relevant to the Official Information Bill. The document was sent to the Civil Service Department in confidence and I do not think it would be proper for me to publish it. However, I gather that the Association issued a press notice on 16 February setting out the main points in the report.
