§ Mrs. Wiseask the Secretary of State for Industry if he will now ensure that the giving of Government financial assistance to private industry, except where this is a statutory entitlement, will now be made conditional on the signing of planning agreements, in the light of the importance placed on planning agreements in the joint statement by the Trades Union Congress and the Government of February 1979.
