asked the Secretary of State for Foreign and Commonwealth Affairs if Her Majesty's Government will implement the proposal of the United Nations Secretary-General that one-thousandth part of military spending be made available for education and research activity concerned with disarmament.

We shall work towards the goal set by Dr. Waldheim that 0.1 per cent. of world military expenditure be devoted to disarmament efforts, including information work, education and research. My right hon. Friend is in touch with universities about encouraging more research, and a disarmament newsletter will shortly be started by the Foreign and Commonwealth Office in addition to the increasing amount of disarmament information which we have recently been distributing.
