§ Mr. FreesonThe CIMB reported in November 1978 that the Government's measures to deal with abuses associated with the "Lump" have been effective, although there has been a small increase in self-employed sub-contracting since 1977.
The industry has accepted the Board's recommendations for registers of employers. For the building and civil engineering registers the initiative now lies with the industry to which I look for more progress over the next few months than hitherto. The Board itself is considering how best to establish a register of specialist sub-contractors and will also be reviewing the question of certificates of training and achievement for employees.
