asked the Secretary of State for the Environment if he will make a statement on the progress of the Construction Industry Manpower Board.

The CIMB reported in November 1978 that the Government's measures to deal with abuses associated with the "Lump" have been effective, although there has been a small increase in self-employed sub-contracting since 1977.

The industry has accepted the Board's recommendations for registers of employers. For the building and civil engineering registers the initiative now lies with the industry to which I look for more progress over the next few months than hitherto. The Board itself is considering how best to establish a register of specialist sub-contractors and will also be reviewing the question of certificates of training and achievement for employees.
