asked the Secretary of State for Foreign and Commonwealth Affairs what discussions he has had concerning an association with Fiji as a solution for the Banaban problem; and whether any consequent legislation would include entrenched clauses of a nature similar to those envisaged in Cmnd. Paper No. 7445 relating to the Gilbert Islands.

Separation of Banaba and association with Fiji has been considered in the past but has been consistently opposed by Gilbert Islands Governments, most recently at the constitutional conference. The question of legislation consequent to such a solution has not been raised.
