§ Mr. John MorrisIn September 1978, the latest date for which information is available from the Joint Manpower Watch Survey, it is provisionally estimated that the total number of full-time and part-time manual workers, excluding those engaged under the job creation programme, employed by Welsh local authorities was 72,000. Non-manual employees totalled 81,104. Separate numbers of skilled and unskilled workers are not available.
