asked Her Majesty's Government:

Who is responsible for considering applications for scheduled and non-scheduled air transport movements at Heathrow; and what is the standing of the Scheduling Committee in this matter.

The Heathrow Scheduling Committee, on which every Heathrow airline is represented, is run on a voluntary basis. It allocates landing and departure times for air services within passenger terminal and runway capacities determined respectively by the British Airports Authority and the Civil Aviation Authority.
