Mr. Sillarsasked the Lord President of the Council if he will state, from sources available, which countries in the world have devolved systems of government; and if, as part of his responsibility for gathering support for the Government's devolution proposals, he will take steps to publicise these comparisons with the present centralised system in the United Kingdom.
§ Mr. FootThe Government's proposals for devolution have been framed to meet the needs and aspirations of the Scottish and Welsh people within our own constitutional framework. There are many forms of government in other countries which can be accounted devolved, but I doubt whether specific comparisons are very useful.
