§ Mr. McElhoneLocal authorities are responsible for ensuring that recreational facilities are adequate for their purpose and for deciding what advice they need about their design. I am satisfied that they are well aware of the role of the Scottish Sports Council in promoting the development of sport in Scotland and of the expert advisory service provided by the Council's facilities planning division.
