asked the Minister of Agriculture, Fisheries and Food why a surplus of commodity in EEC agricultural production is called a structural surplus.

The term "structural surplus" indicates that a commodity market is in a continuing state of over-supply. By contrast the term "seasonal surplus" is used when a market is over supplied due to temporary factors affecting the volume of production and/or consumption; such a surplus will disappear during the course of a marketing year.
