§ Mr. CarterThe area included in the boundaries of the proposed areas of special control for urban areas with populations of 2,000 or more, and 10,000 or more, which is referred to in the document "Policy for the Control of Development in Rural Areas" published by the Department of the Environment for Northern Ireland, is approximately 635 square miles. This excludes urban Belfast but includes towns within the greater Belfast Area.
