asked Her Majesty's Government:

Whose responsibility it is to keep in review the state of the law on coastal zone management, given the existing, but obsolete, distinctions between terra firma, foreshore, and sea; the uncoordinated coincidence of principles of common law and of statutory provisions; and the piecemeal powers which are distributed among governmental institutions and official bodies.

A number of Government Departments are concerned with regulating activities along the coastline. Where co-ordination is necessary, this is carried out through the normal processes of inter-departmental consultations.
