asked the Minister of Transport whether, in view of the losses incurred by British Railways, he will bring forward proposals to abolish the monopoly on rail transport, both passenger and cargo, and allow once again free competition on the railways.

British Rail has no monopoly of freight or passenger transport. We believe that the customer should be able to choose which mode of transport he wishes to use. The Board clearly has to compete for traffic in both the freight and passenger markets.
