Mr. Kaufman

asked the Secretary of State for the Environment what is the housing investment programme allocation for the city of Manchester for 1980–81, and if he will give comparable figures for each previous year since this heading was instituted, calculated in real terms.

Mr. Stanley

Housing investment programme allocations for 1980–81 have not yet been issued. For 1978–79 HIP allocations, a provisional allocation was made to Manchester in January 1978 of £51.1 million. This was increased to a final allocation of £52.2 million in May.

For 1979–80 the provisional allocation made in November 1978 was £60.5 million and the revised allocation issued in August 1979 was £59.9 milion.

All figures are at 1979 survey prices.

asked the Secretary of State for the Environment what is the rate support grant for the city of Manchester for 1980–81, and if he will give comparable figures for each of the previous 10 years.

The amounts shown for 1978–79 and 1979–80 are estimated outturn figures in accordance with the Rate Support Grant (Increase) Order 1979 and the Rate Support Grant (Increase) (No. 2) Order 1979 assuming that the cash limit is implemented in full. The estimated final needs element of Manchester under the Rate Support Grant Order 1979 and the report is £103.66 million. It is not possible to give figures for resources element and domestic element for 1980–81 at this stage.

asked the Secretary of Stae for the Environment what will be the allocations under (a) the inner cities programme and (b) the urban programme for the city of Manchester for 1980–81; and what have been the allocations for each of the years since the programmes were instituted.

The block allocations to the Manchester-Salford inner city partnership since it began in 1978–79 have been as follows:

1978–79 £2.5 million at September 1977 prices for the inner and outer areas;

1979–80 £11.8 million at November 1978 prices for the inner area only;

1980–81 £12.37 million at November 1978 prices for the inner and outer areas.

In 1979–80 projects in the outer area were funded as part of the traditional urban programme, and funding for Operation Clean Up was provided separately from the block allocation to the partnership.

Amounts approved under the traditional urban programme for Manchester city council for each year since the programme began are as follows (figures are actual amounts approved and not therefore at a common price base):

asked the secretary of State for the Environment how many council tenants there are in (a) the city of Manchester and (b) the area covered by Greater Machester council.

Mr. Stanley: Up-to-date estimates of the number of council house tenants are not available. From housing investment programme returns made by the city of Manchester and other districts within the Greater Manchester area it is estimated that, in April 1979, there were 83,000 local authority dwellings within the city of Manchester, and 306,000 within the Greater Manchester area. The estimate for Greater Manchester excludes dwellings owned by the city of Manchester but situated in other districts in the Greater Manchester area. The number of tenants would be somewhat less as not all dwellings would be occupied.
