§ Mr. Altonasked the Secretary of State for the Environment if he will make a statement on the council house building programme, the future of high-cost subsidies and the budget of the Housing Corporation.
§ Mr. StanleyAs HIP allocations in 1980–81 will be made as a single block it will be for each local authority to determine the level of its expenditure on building within its overall allocation. I am still considering both the high costs element of subsidy and the Housing Corporation's programme for 1980–81.
