§ Mr. Alexander FletcherThe special employment measures operated by the Manpower Services Commission (MSC) are the youth opportunities programme (YOP) for young people and the special temporary employment programme (STEP) for adults. Information on the numbers participating in these programmes is compiled on the basis of the MSC's special programmes area boards, and not on a travel-to-work area basis. The following table gives information on the numbers participating in YOP and STEP in the area covered by the special 411W programmes area board based in Edinburgh—the Lothian, Fife, Central and Borders regions.
