asked the Secretary of State for the Environment how many tenants occupy private sector houses and flats in England; and what percentage of this number are in receipt of rate rebate.

From the national dwelling and housing survey, it is estimated that there were 2.6 million households renting from private landlords or from housing associations in England at the end of 1977, the latest date for which a firm estimate is availablable. From local authority returns, it is estimated that about 10 per cent. of these tenants received rate rebates in the financial year 1978–79.

It is estimated that there were 5.1 million households renting from local authorities and new town corporations in England at the end of September 1978. It is estimated that about 20 per cent. of these tenants received rate rebates in the financial year 1978–79.
