asked the Secretary of State for the Environment, further to his answer, Official Report, 11 December, column 565, why it was necessary, following the 1975 inquiry into the listed building consent appeal concerning 7 and 8 Orchard Street, Cambridge, to reconvene and complete it under a fresh inspector in 1976.

Mr. Monro

The report of the first inquiry shows that the inspector closed it because he was unable to get the appellant to state his case. The inquiry was reconvened under a different inspector to give him a further opportunity to do so.
