§ Mr. Mark CarlisleThe Government's priorities for expenditure in 1980–81 have been made clear in Cmnd. 7746, and in subsequent statements and speeches by my colleagues and myself. They have been discussed with representatives of the local authorities. But it is for individual local authorities to decide the balance of their budgets in the light of local needs and conditions.
