asked the Secretary of State for Education and Science how he intends to ensure that the extra£20 million for non-advanced further education allocated for 1980–81 is used for that purpose and is not spent by local authorities on other unrelated matters.

The Government's priorities for expenditure in 1980–81 have been made clear in Cmnd. 7746, and in subsequent statements and speeches by my colleagues and myself. They have been discussed with representatives of the local authorities. But it is for individual local authorities to decide the balance of their budgets in the light of local needs and conditions.
