§ Mr. Heseltine[pursuant to his reply, 13 December 1979]: I am proposing to transfer the Hydraulic Research Station outside the Civil Service and a study of suitable arrangements is being put in hand. Other changes in my Department's research organisation and programmes are to be phased over the next three years and their precise nature and timing will be determined in the course of detailed consideration of my Department's research needs.
