asked the Secretary of State for Defence if he will ensure that low-level manoeuvres by military aircraft will be strictly controlled and that action will be taken to prevent these manoeuvres from taking place over populated areas.

Military low-flying training is governed by standing regulations which, amongst many other things, expressly forbid pilots to fly at low level over built-up areas. The flying is conducted mainly over open country though it is not possible to avoid over flying some smaller communities.
